Julian Eduardo Ortiz of Miramar, Florida Arrested for Possessing Child Pornography

Julian Eduardo Ortiz of Miramar, Florida was arrested Wednesday after he was accused of downloading child pornography to his home computer, news sources report. Ortiz, 66, was booked into the Broward County Main Jail on 27 counts of possessing child pornography. A judge ordered that he be held in lieu of $51,000 bail bond. The press did not say whether Ortiz has hired a lawyer.

Reports did not say what circumstances led detectives to finding child pornography on Ortiz’s home computer. It is known that a joint investigation by the Davie Police Department and the South Florida Internet Crimes Against Children Task Force resulted in the seizure of Ortiz’s computer sometime before his arrest. While scanning Ortiz’s PC, police located numerous videos depicting children in sexual situations, sources allege.

According to reports, some of the videos found on Ortiz’s showed underage girls touching themselves, while others showed underage girls having sexual contact with adults. One video allegedly shows a girl, estimated to be between the ages of 8 and 12, being sodomized by an adult man. Some of the videos were tagged with the acronym “PTHC,” which stands for “preteen hard core,” and identifier used by some child pornographers on the Internet, according to the press. It was unclear how many child pornographic videos and images were allegedly stored on Ortiz’s computer.

Many times, defendants are caught downloading illicit content over peer-to-peer networks. These networks allow users to share content, including video and images, directly from their computer. Detectives often scan these networks to find child pornography. Since each computer has its own unique IP address that can be traced back to a physical location, catching child pornography possessors is fairly common.

In one example of an IP address-related arrest, Plantation resident James Brigham was apprehended for allegedly sharing and downloading child pornography, sources report. Brigham, 70, was taken to the Broward County Main Jail, where he was incarcerated for 30 counts of child porn possession. His bond was set to $311,000. It is not yet clear whether he has lined up a lawyer.

Reports say Brigham is a retiree residing at a residence in Plantation. From June 14 to August 15, the South Florida Crimes Against Children Task Force was surveying a peer-to-peer network when they apparently discovered that Brigham had been on the network, offering to share video and pictures of children in sexual situation, for a period of about two months.

Further in the investigation, child pornography was reportedly located on Brigham’s computer. The content apparently showed under the age of 13 engaging in sex acts with other children and adults. One video reportedly showed a young girl having sexual contact with a dog.

Police spoke with Brigham, who allegedly admitted to downloading the illicit material. Brigham went on to say that he never inappropriately touched nor felt moved to molest a child. He was then arrested. It is not known whether any of the children in the child pornography have been identified and located.
